Study and on-line tool for assessing the need for digital competences in public administration, in accordance with the SNADR Monitoring and Evaluation Manual

Overall objectives of the project

  • assessing the need for digital competences in public administration;
  • development and use of an on-line tool for collecting information on ICT skills;
  • identifying thematic deficits of digital competences and developing necessary specialised trainings.

Project description

The motivation of the project starts from the fact that the Ministry of Communications and Information Society as the main institution involved in the implementation of the National Strategy on the Digital Agenda for Romania (SNADR) has provided the National Strategy on Digital Agenda for Romania which is an indicative document for the respective Central Public Administration for all relevant Ministries / agencies / authorities involved in data collection in their assessment for SNADR. This manual is a reference document for all stakeholders interested in achieving the targets assumed by Romania - the European Commission, national or international non-governmental organizations and the general public based on the three functions of the monitoring and evaluation system: (i) data; (ii) data evaluation (iii) data reporting and dissemination. These functions must be achieved through the digital competencies of central public administration staff. This result is the starting point for an original research on the digital competences needed in central public administration for the effective implementation of the SNADR.

The expected benefits include: increasing the efficiency and effectiveness of public administration based on compliance with the SNADR Monitoring and Evaluation Manual; increasing the level of transparency of services provided by public administration; aligning with the Digital Agenda 2020 and meeting the objectives of the Digital Agenda Strategy for Romania.

At the same time, the expected benefits and profitability of the proposed research project will arise from the use of the results for the technical and scientific substantiation of the MCSI strategies on the digital competences needed in the central public administration.

Results

  • tool presentation to describe the need for ICT skills in public administration with at least 10.000 employees from at least 75% of central public administration institutions;

  • collective report on the on-line tool for collecting information on ICT skills in public administration;
  • results report on the need for ICT skills in public administration. Set of 10 programs to improve digital competences in public administration.
