Solutions for identification and authentication process pertaining to electronic communication between public institutions and citizens / business environment

Project Coordinator: Dr. Eng. Dragoș NICOLAU – Scientific Researcher III

Overall objective of the project

  • detection of technical and procedural solutions for achieving identification and authentication in electronic communications between public institutions, citizens / business environment.

Brief description of the project

The project aims to stimulate the development of public infrastructures that provide IT services - by analyzing solutions providing secure access to public infrastructures, and by increasing the informatic resilience of these infrastructures.

The novelty of the proposed research project results from the presentation of technologies and architectures in the field of cyber security, as well as from obtaining a synthesis solution, based on the analysis and the selection of best practices in terms of computer security.

Yielded results can be considered a starting point both for meeting and counteracting new types of cyber threats, and for extending current security standards and further developing of new ones.

Results

  • a study based on the analysis of the provisions offered by the most important international, European and national normative acts in force, which guide and supervise the cyber security policies. Main elements of legislation in this regard were analyzed: internationally, inside the European Union and in Romania;
  • a study on establishing general design guidelines for digital applications that support the services of public entities;
  • a study (a number of considerations) on the dynamics of electronic communications between public institutions and the citizen / business environment; a suggestive comparison between Romania and European Union regarding the evolution of this type of communications, in the time interval 2010-2014; study focused on the analysis of the main European and international standards on electronic communications security;
  • a study on the main procedures used to secure electronic information and communications, at European and international level;
  • a presentation of the main concrete solutions for securing information and electronic communications (encryption, sandboxing, private networks, prevention of "flood" attacks, securing Web applications, securing wireless networks);
  • a study on the most important solutions for the implementation of electronic security measures applicable to public access systems and services;
  • a security guide for identification and authentication within public access systems and services.
