Overall objectives of the project

  • identifying the obstacles regarding the use of Cloud Computing technology in the public sector;
  • defining the services that will allow the overcoming of these obstacles;
  • facilitating the industry research in order to identify innovative solutions for Cloud services.

Project description

C4E addresses the objectives of the Cloud European Partnership and helps the partners to adopt a well-defined European strategy on Cloud Computing technology for the public sector.

The project was developed in three phases:

  • PreCommercial Procurement (PCP) planning: the analysis of the level of mismatch of Cloud Computing implementation, the establishment of the stakeholder group, the planning and initiation of the tender;
  • PCP: exploration of solutions, selection of the prototype, selection of the testing products;
  • sharing: dissemination of results and training events.

The Cloud for Europe initiative, which supports the Cloud European Partnership, has enabled the public sector to implement well-defined Cloud Computing strategies. Supported by stakeholders from both the private and the public sector, Cloud for Europe aims at removing the obstacles which appear when adopting Cloud software solutions. C4E brings together both the industrial and the public sector in order to provide optimal conditions for a Digital Single Market for Cloud Computing in Europe.

Results

  • the development of a guide of good practices and recommendations for the future activities of the PCP, based on the experience and the lessons learned in the previous phases of this project;
  • the elaboration and the setting out of the contractual clauses related to pre-commercial procurement procedures for Cloud Computing services that will represent the standard for this type of operations deployed in the future.
