POLITICS

Legislative Initiative Regarding the Status of MPs

According to the ROMANIAN RADIO BROADCASTING CORPORATION, Emil Bot, vice-president of the Democratic Party (PD) intends to submit a draft law regarding the status of the MPs. The draft will provide for the setting up of books where the private interests of both MPs and Cabinet ministers should be clearly stated. Another provision regards the limitation of the parliamentary immunity only to the acts connected with the mandate, as well as rules for the gifts offered and accepted by the Governments members, MPs and civil servants.


Two Weeks Holiday for the Cabinet Ministers

Prime Minister Adrian Nastase and the other members of the Government start a two weeks vacation, the private TV station ANTENA 1 informs. The Prime Minister, Privatization Minister Ovidiu Musetescu, Environment Minister Aurel Constantin Ilie, Tourism Minister Dan Matei Agathon, Interior Minister Ioan Rus, Agriculture Minister Ilie Sarbu, and Labour Minister Marian Sarbu will spent their holiday in Romania. Foreign Minister Mircea Geoana and his family will go to the United States, to meet the friends from the time Mr. Geoana was ambassador there. Education Minister Ecaterina Andronescu, Health Minister Daniela Bartos, Forecast Minister Leonard Cazan and Finance Minister Mihai Tanasescu will stay in Bucharest.


Program Conceived by the Romanian Gendarmerie

The Romanian Gendarmerie launches the communication program "The Gendarmerie, a Partner", conceived in co-operation with specialists in communication and PR. According to the ROMANIAN RADIO BROADCASTING CORPORATION, the first stage, to last till October, aims at training the officers in charge with PR and the communication with the media. The second stage regards a systematic training in communication and information management.


The 104th Series of Graduates of the Academy of High Military Studies

On Tuesday, the 104th series graduated the Academy of High Military Studies in Bucharest. In his message, President Ion Iliescu appreciated the graduates would have the opportunity to help the armed forces face the challenges to national security and to meet the requirements of the Euro-Atlantic integration. In his speech, Defense Minister Ioan Mircea Pascu said, quoted by the ROMANIAN RADIO BROADCASTING CORPORATION, the graduates could contribute to the efforts made by the Romanian State in order to equip and modernize the army.


ECONOMIC NEWS

Emergency Ordinance Regarding the Privatization of the Steel Works "Sidex"

On Tuesday, the members of the Senate's Committee for Privatization met those of the Governmental Committee in charge with the privatization of the steel works "Sidex" in Galati. Minister Ovidiu Musetescu said the Authority for Privatization and State-Owned Shares Management (APAPS) would submit to the Parliament a draft law regarding the final conclusion of the privatization contract signed with LNM Ispat. The ROMANIAN RADIO BROADCASTING CORPORATION specifies the draft might be passed during the extraordinary session to be convened at the end of August. In Ovidiu Musetescu's opinion, an emergency ordinance would be preferable for the success of the privatization within the 100 days agreed upon with LNM Ispat, considering the passing of the draft would take more time, and would delay the fulfilment of the financial agreements. The Government intends to discuss the draft with the members of Senate's and Chamber's Committees for Budget-Finance and Privatization before sumitting it to the Parliament. Ovidiu Musetescu also said a commission including specialists in APAPS and the public institutions entitled to supervize the privatization of the steel works in Galati would be set up to draw up the mentioned draft law.


BNR Awards

On Tuesday, the National Bank of Romania (BNR) granted its awards for 2000, the ROMANIAN RADIO BROADCASTING CORPORATION informed. The award for the entire activity was granted to Costin Chiritescu, member of the Romanian Academy, the award for an outstanding economic paper to Emilian Dobrescu, also member of the Romanian Academy, and the award for an outstanding non-economic paper to professor George Virgil Stoenescu. On the occasion, the Governor of the Central Bank Mugur Isarescu said Romania's economy was heading on the right road, but in order to keep the course imports should be curbed and exports encouraged. Mugur Isarescu also said the exchange rate would not be used to correct the balance sheet. As far as inflation was concerned, he considered it would record a rate of 32-33% this year. Mugur Isarescu also stated he would discuss with the Parliament and Government members the possibility and the ways to re-evaluate the national currency, the leu.


Increase in the Price of Nationalized Houses

The price of nationalized houses increased again, by about 6%. As the public TV station ANTENA 1 specified, even if no sells would be recorded for the next six months, the increase in price was necessary in order to pay the compensations provided by the laws in force.

Meeting Devoted to Labor Issues and Social Problems

The meeting which is unfolding these days on labor issues and social problems at Paltinis near the town of Sibiu under the organization of the Parliamentary Committee which deals with this kind of issues and problems is focused on the provisions of the draft of the future bill of law of social insurance for the unemployed and on occupation of labor force. At the same time the establishment of the sums of money which are granted as unemployment assistance is under discussion as well as all the other problems deriving from this chapter, reports ROMANIAN RADIO BROADCASTING CORPORATION.


Care for the Elderly at Home


More than 1000 pensioners that have health problems are to be taken care at home according to a decision of the Ministry of Health, reports ANTENNA ONE Television Station.
It is necessary to resort to this kind of treatment and care as the hospitals can no longer receive the increasing number of patients who are of age. Until now, on an experimental basis, more than fifty NGOs took care of more than 6000 sick old people at home in various cities and towns of Romania.


Free Medicines Get Scarce in Romania

According to ANTENNA ONE Television Station free medicines or those drugs whose price is partly compensated from state funds are becoming de luxe articles. The situation has been triggered by lack of money from the House of Health Insurance. It is at the beginning of the month that recipees with free and compensated drugs are operational in the pharmacies of this country. In a few days money gets scarce and medicines have to be paid in full by the patients, reports the same television station.


ANL Will Build Dwellings and Blocks of Flats at Sacele, county Brasov

National Agency for the Building of Dwellings and Blocks of flats starts work on a building site at Sacele, county Brasov, for 2oo houses using the system of mortgage. While in the town of Brasov on Tuesday the Secretary of State with the Ministry of Public Works Sergiu Sechelariu said that the building of a house of the area costs between twenty and fifty-five thousand USD. Young people under 35 have facilities such as 10 per cent of the credit for 25 years with interest rates worth seven per cent. Also at Sacele the same National Agency for the Building of Dwellings and Blocks of Flats is building 96 flats to be rented to young families by the local council reports ROMANIAN RADIO BROADCASTING CORPORATION.

The President of Romania Ion Iliescu Might Go on a Visit to the Republic of Moldova

The President of Romania Ion Iliescu could be the guest of the Republic of Moldova next October said the President of that state Vladimir Voronin during a press conference. He said he had had a phone conversation with the President of Romania Ion Iliescu on this issue. Also during the phone talk the two Presidents said the recent statements of the Bucharest high officials must be interpreted in a normal manner by the two Presidents and they would not encourage certain speculations of some political forces that quote:" are disturbed by the new pragmatic and concrete relations between Bucharest and Chisinau " unquote. According to ROMANIAN RADIO BROADCASTING CORPORATION President Voronin estimated as very rich in results the recent visit to Bucharest of Prime Minister Tarlev among the concrete results having been the direct phone line between the two Prime Ministers for the speedy rezolution of issues and problems which this kind of relations may trigger as we speak of concrete and pragmatic projects of the two countries.


Prime Minister Adrian Nastase Rejects the Implementation in Romania of the Bill of Law on the Statute of Magyars Living Outside the Borders of Hungary

According to RADIO BUDAPEST in Romanian on 31 July the Romanian Prime Minister Adrian Nastase again rejected the implementation in Romania of the Bill of Law on the Statute of Magyars living outside the borders of Hungary. A day after the talks at Targu Mures between the two Prime Ministers of Romania and Hungary, Adrian Nastase and Orban Viktor, the Romanian Prime Minister said that what was good for Europe was good for Romania in as far as minorities were concerned but, added Mr. Nastase, Romania would not become a target ground for those that have the nostalgia of revisionistic sentiments. The Romanian Prime Minister considers that the meeting in September of the Mixed Romanian - Hungarian Commission would be a good opportunity for the rapprochement of the stands of the two countries in as far as the Bill of Law for the statute of Magyars living outside the borders of Hungary is concerned, added RADIO BUDAPEST in Romanian.


International Seminar on Nuclear Issues at Neptun, on the Black Sea Coast of Romania


At Neptun, in the Southern area of the Black Sea Coast of Romania, the seminar is unfolding for four days, on the theme IMPLEMENTATION OF THE ADDITIONAL PROTOCOLE under the auspices of the International Agency for Atomic Energy in Vienna. ROMANIAN RADIO BROADCASTING CORPORATION also transmits that the aim of the event is to present to the Romanian officials and specialists that are involved in nuclear research and activities the ways of implementing the protocole for the non-proliferation of nuclear weapons and the illegal traffic of nuclear material.
Romania ratified on 7 July 2000 the Additional Protocole of the Accord for the Implementation of Nuclear Guarantees as part of the Treaty of Non-Proliferation.


United States Support for SECI Center of Bucharest

The Budget Committee of the United States Senate adopted the draft bill of law on the allocation of one million USD for the SECI Center of Bucharest whose activity is directed at the combatting of transfrontier criminality reads a communique of the Ministry of Foreign Affairs which is quoted by ROMANIAN RADIO BROADCASTING CORPORATION. The draft bill of law is promoted by Senator Ben Nighthorse Campbell and is requesting the United States Administration to use the money for the support of the operational phase of the activity of the SECI Center of the city of Bucharest. The document also stresses the importance of the activity of the Center. The initiative was tackled by Foreign Minister Mircea Geoana and Senator Campbell on the occasion of the Paris session of the OSCE Parliamentary Assembly.


Economic Mission to the United States


General Union of Romanian Industrialists organizes this Fall the biggest economic mission to the United States of America as there will be more than 50 Romanian businessmen going to leave for the USA in order to present in New York the potential of business and investments on the Romanian markets, reports ROMANIAN RADIO BROADCASTING CORPORATION.
The programme of the mission also includes meetings with representatives of investment funds and associations of businessmen as well as representatives of the United States Congress and the Romanian diaspora.
At the General Union of Romanian Industrialists a press conference takes place later today with the launching of the campaign of promotion of the image of Romania to the United States of America. The conference is preceeded by the inauguration of the first edition of the Salon of the business offers MADE IN ROMANIA as part of which 12 prestigious companies of this country in county Valcea present their offer, announces spokesperson of the Union of Romanian Industrialists, Mrs. Mihaela Constantinescu.
