It is situated in the centre of the Capital, in a body with the former Royal Palace, now the National Art Museum, a building dating as far back as 1959-1960. Along these years, this building has accommodated the proceedings of the UN Economic Commission for Europe, of the World Population, Energy, and Red Cross Congresses, and numerous national congresses and conferences. The following are operational:

• The Large Hall, for 4,060 people.
  The Palace Hall - The Large Hall
• 8 halls, for 20-30 people, on the groundfloor, the first floor, and the second floor.
• The Passages, with about 2,000 sq m with the requiered furniture and installations, where exhibitions are arranged.

They are endowed with 6 simultameous translation stations for 2 or several languages as well as 6 various power amplifier stations.
